Several decades ago- I worked at program that paid individuals to insert 7 tape dispensers inside a bag. They first used a board with 7 pictures of dispensers. After placing one dispenser on each pictures, they gathered them up to insert into a bag. This strategy did not require counting skills- but they needed to learn that only one dispenser could be placed on each picture. It’s a wonderful skill….
